Mary Beth Betsa I began my position as the Clerk of Council for the City of Highland Heights a little over a month ago and Mary Beth has been the most helpful colleague. She welcomes my calls and questions and aids me in every way possible, even while on medical leave. Without her, I would be lost in this position. She is willing to help every new clerk learn the proper procedures and is very passionate about serving the constituents of Mayfield Village. She also works in the Finance Department there and handles both positions with poise and strength. I am so grateful to have her as a mentor and friend. Mayfield Village

Monique Lomeli Palm Springs She is an incredibly hard worker, smart, and has been pulling double duty for the past few months due to vacant positions. During this time, she is not only keeping this train moving, but she is fixing past mistakes and making improvements. CA
Pamela Ulmer City of Harrisonburg Pam Ulmer is always willing to step up and help whenever needed. She handles all of her duties as the City Clerk and also she hosted and planned the 2023 Virginia Municipal Clerks Association Conference in April. Eighty Virginia Municipal Clerks attended the conference and there has been amazing feedback from many who attended. Pam really stepped up and put together an amazing Annual Conference for the clerks to attend. I would like to thank Pam for all of the work she does every day. Virginia
Patrice Olds City of San Mateo Patrice Olds has served the profession of City Clerk for over 17 years, and in that time has become a pillar of the legislative process in her community. She helped navigate the City of San Mateo through several transitionary moments, including the move to district elections, continuity of business through a global pandemic, and many more. In navigating every obstacle, Ms. Olds remains steadfast in her dedication to the principles of ethical governance, transparency in operations, and accuracy of election administration and records management. The technical expertise and endless knowledge of the municipal clerk profession has inspired many to pursue and thrive within this challenging role. On countless occasions, Ms. Olds has answered and gone above the call of duty, in particular, her commitment to sustaining the City's external relationships with our Sister City of Toyonaka and adopted unit of the 101st Airborne. Time and again, Ms. Olds has displayed the passion of a labor of love, and is beyond worthy of this recognition. California
Rachael Brinson Remington Outstanding performance: This is to acknowledge Rachael Brinson’s continued outstanding performance as Town Clerk, Deputy Zoning Administrator and Virginia DMV Select Manager. In the past year, Rachael has also assumed the duties of Town Treasurer. These activities build on her experiences which were recognized last year as the Virginia Municipal Clerk of the Year. In addition, she has been appointed the Grant Administrator for Remington’s Virginia Dept. of Housing and Community Develop Block Grant Management Team. Besides adroitly handling these multifaceted tasks/responsibilities, she also has roles in the Town’s official and social events, including the annual Christmas Parade, Remington Fall Festival, Fauquier F.I.S.H. program and Remington Community Gardens, to name a few. Rigoberto Garcia Whittier Rigo implemented new services for the November 2020 election, such as offering a vote center live wait times app, hosting a drive-thru ballot drop off event on Election Day, and allowing residents to drop off vote-by-mail ballots at City Hall. CA
Rosa Govea Acosta South San Francisco Rosa has been instrumental in keeping up with all the various challenges imposed by the pandemic. As the workload increased, she has kept calm and focused. She has worked tirelessly to keep the office running smoothly and efficiently. CA
Roxanne Yoder Tulare Roxanne takes pride in every thing that she does, always going above and beyond. She is someone any organization would be fortunate to have and the City of Tulare is a better organization with her as our Clerk! CA
